BIOGRAPHY
Vladimir Jovicic - born on October 14, 1973 in Belgrade.
Education:
Faculty of Law of the University of Belgrade (1998 - GPA 9.74, top five in class).
Bar exam (May 2000).
Diplomatic Academy of the Ministry of Foreign Affairs (2006 - GPA 9.43, top three in class).
Other education:
Exchange program of the University of Belgrade and the University of Illinois in Chicago in the field of law and criminology (1997).
Program of the European Court of Human Rights in Strasbourg (2000).
Harvard School of Management (JFK-Kokalis program course "Leading, Innovating and Negotiating: Critical Strategies for Public Sector Executives - Athens 2010").
Professional career:
1997-2001 volunteered and worked in the judiciary and as attorney ("Rajšić and Aleksić" law office);
In the Ministry of Foreign Affairs (MFA) of the Republic of Serbia since 2001;
2001 - 2005 Тhird secretary in the Office for Neighboring Countries and in the Embassy of the FRY in Skopje, Macedonia as the Head of the Consular Department and political officer;
2005 - 2006 Second secretary in the Service for International Legal Affairs (SMPP), in charge of cooperation with international judicial institutions (International Criminal Court, International Criminal Tribunal for the former Yugoslavia, International Court of Justice); Simultaneously, secretary of the working group for negotiations on visa liberalization with the EU;
From the end of 2006 to July 2012, in addition to his duties in the MFA, seconded to several positions at the Government of the Republic of Serbia in charge of: negotiations on Kosovo and Metohija (status and technical negotiations) and negotiations with the EU (harmonization of legal framework and visa liberalization);
2006 - 2007. Secretary of the state negotiating team for negotiations on the status of Kosovo during negotiations conducted with the mediation of UNOSEK (UN Office of the Special Envoy for Kosovo), and "Troika" (F. Wizner, A. Bocan-Kharchenko and V. Ischinger);
2008 - First secretary in the General Directorate for NATO and Defense Policy;
During 2008, seconded to the Government of the Republic of Serbia, as an advisor in charge of harmonization of the legal framework with the EU and issues of visa liberalization (implementation of standards necessary to obtain visa liberalization);
2009 - 2010 seconded to the Ministry for Kosovo and Metohija as an advisor in the field of international cooperation and communication with representatives of international missions, diplomatic corps and coordination with the relevant services and ministries of the Republic of Serbia;
Since 2010 – rank of the Counselor at the Ministry of Foreign Affairs of the Republic of Serbia;
2011 - 2012 reassigned to the Ministry for Kosovo and Metohija and the Team for technical talks with Pristina; In addition to tasks related to cooperation and communication with the representatives of international missions and diplomatic corps also responsible for participating in the process of negotiations, its monitoring and coordination with the competent services and ministries of the Republic of Serbia;
Since 2012 – rank of the Minister Counselor at the Ministry of Foreign Affairs of the Republic of Serbia
From July 2012 to August 2018 - Minister Counselor - Deputy Chief of Mission (DCM) at the Embassy of the Republic of Serbia in Washington;
Between December 2013 and January 2015 - Charge d'affaires a.i. at the Embassy of the Republic of Serbia in Washington;
From October 2018 to December 2020 - Acting Head of the Department for North and South America at the Ministry for Foreign Affairs;
From January to December 2021 - Coordinator at the Department for North and South America in the Ministry for Foreign Affairs;
From January 2022 - Head of the Department for Russia and Eurasia in the Ministry for Foreign Affairs
